When has government involvement ever been voluntary?

The more important question is, when has there ever been a successful structure of social, political and economic organization that wasn’t in some form involuntary? 

Hint: Capitalist systems are not voluntary, they are based in coercion in forms of economic sanctions against those who refuse to participate, i.e. starvation
